AIRSPACE USER GROUP
What is an Airspace User Group?
An Airspace User Group is a local network of operators
with special safety interests within a defined area (typically
an area of high density VFR traffic in uncontrolled airspace).
Purpose of User Groups
To facilitate development and co-ordination of
procedures for the safe use of airspace in the defined area.
(Advantages being that the operators will "own" procedures
adapted to suit an area and type of operation. This also fits
the philosophy of "participant responsibility".)
CAA Policy on User Groups
1. The CAA's primary interest is in safe airspace
procedures, and seeing them work.
2. The CAA will ensure taht each group is active,
will attend the meetings as a participant and will provide secretarial
assistance if required. Entry to user groups is unrestricted
and is to be encouraged. The CAA contact person will normally
be the relevant Field Safety Advisor (FSA). The FSA will also
ensure that action items agreed at the user group meetings are
followed up.
3. User groups exist only to promote safety, not
the commercial interests of the participants.
4. Procedures will be based on standard aviation
operating practices and will be generated in consultation with
members of the user group and other interested parties as necessary.
5. Procedures will be promulgated only for safety
purposes. User group members in particular are expected to be
familiar with the promulgated procedures and comply with them.
Good airmanship is to be expected.
6. All procedures will be public, and published
in the VFG and/or on VTCs as appropriate.
7. Whether procedures will be mandatory or advisory,
will be determined on a case by case basis, the final arbiter
being the CAA.
8. Procedures will be regularly reviewed by the
user group.
